Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING THE ACQUISITION OF ONE RIVERSIDE COUNTY TAX-DEFAULTED PROPERTY FOR THE APPROXIMATE PURCHASE PRICE OF $6,390.50 PLUS ASSOCIATED ADMINISTRATIVE COSTS FOR ASSESSOR PARCEL NUMBER 375-351-036 AND AUTHORIZING AND DIRECTING THE CITY MANAGER TO EXECUTE THE AGREEMENT TO PURCHASE TAX-DEFAULTED PROPERTY AND MAKING CERTAIN FINDINGS IN CONNECTION THEREWITH.

| 11) | Agreement with The Pun Group, LLP for Auditing Services for the Fiscal Years Ending June 30, 2023, 2024, and 2025.
Approve and authorize the City Manager to execute a professional services agreement with an initial annual amount of $56,500, increasing by three percent (3%) annually, with The Pun Group, LLP., to perform professional auditing services in such final form as approved by the City Attorney.

| 12) | Amendment No. 2 to the Professional Services Agreement with Sagecrest Planning & Environmental
Approve and authorize the City Manager to execute Amendment No. 2 to the Agreement for Professional Services with Sagecrest Planning & Environmental, LLC for additional services to prepare California Environmental Quality Act (CEQA) compliance documents for a total contract amount not to exceed $72,900, in final form as approved by the City Attorney.

Approve the Road Closure for the Celebration of Life for Ruth Atkins on Saturday, April 15, 2023.

| 14) | Amendment No. 2 to Professional Services Agreement With Sommer Engineering for I-15 / Main Street Interchange Improvements
Approve and authorize the City Manager to execute Amendment No. 2 to Professional Services Agreement with Sommer Engineering for $281,926.75 plus an additional 10% contingency of $28,192.68, for I-15 / Main Street Interchange Improvements – Construction Support Services in final form as approved by the City Attorney.

| 15) | Professional Services Agreement with Albert A. Webb Associates for Preparation of a Transportation Impact Fee (TIF) Study
Approve and authorize the City Manager to execute the Professional Services Agreement with Albert A. Webb Associates (Webb) for $155,730 to prepare a Transportation Impact Fee (TIF) study for the City, plus an additional 10% contingency for unforeseen expenditures, in final form as approved by the City Attorney.

| 16) | Professional Services Agreement with Wilson Mikami Corporation, Inc. for the City Engineering Standards and Design Manual Updates
Approve and authorize the City Manager to execute the agreement with Wilson Mikami Corporation, Inc. for City Engineering Standards and Design Manual updates in an amount of $92,800 plus a 10% contingency and in such final form as approved by the City Attorney.

| 17) | Final Tract Map 36567, South Shore II
Approve Final Tract Map 36567 subject to the City Engineer’s acceptance as being true and correct;Authorize the City Clerk to sign the map and arrange for the recordation of Final Tract Map 36567; andAuthorize the City Manager to execute the lien agreement, in such final form approved by the City Attorney, for improvements and monumentation.

| 18) | Purchase of New Quint Fire Truck for Fire Station #97
Approve the purchase of a new Quint 75’ Aerial Ladder fire apparatus with a Waterous Fire Pump per attached specifications for $1,600,000 from the County of Riverside plus 20% contingency for a total of $1,920,000.
