The City of Lake Elsinore appreciates your attendance. Citizens’ comments, input, and interests provide the City Council with valuable information regarding issues of the community.

Meeting Information
Meetings are held on the 2nd and 4th Tuesday of every month, and the agenda is posted 72 hours prior to each meeting outside of City Hall. The agenda and related reports are also available on the City’s website at www.Lake-Elsinore.org. Meetings are conducted in person, televised live on Spectrum Cable Station Channel 29 and Frontier Cable Channel 31, and streamed online at http://www.lake-elsinore.org/city-government/city-council/webcast-videos. If you are attending the meeting in person, please park in the parking lot across the street from the Cultural Center to assist us in limiting the impact of meetings on the Downtown Business District. Thank you for your cooperation.

Public Comments – Addressing the City Council
Any person wishing to address the City Council on items not included on the Agenda may do so during Public Comments for 1 minute at the beginning of the meeting or during Public Comments for 3 minutes at the end of the meeting. We respectfully ask those interested in addressing the City Council to either submit a request to speak online at http://www.lake-elsinore.org/city-government/agendas-and-minutes or complete and present a “Request to Speak” form to the City Clerk at the meeting. This Form is available on the table located inside the Council Chamber. Members of the public may also provide comments on Agenda items by noting the item on the “Request to Speak” form and will be called to address the City Council when the item is considered by the City Council during the meeting.

If you would like to submit written public comments, you may do so prior to the meeting either by entering them online at the link above or emailing them to the City Clerk at [email protected]. Any written communications or additional documents distributed to the City Council within 72 hours of the meeting will also be made available to the public in accordance with Government Code Section 54957.5.

Dream Extreme 2040 is the City’s FIRST long-term strategic plan to assist the City in its pursuit of achieving its vision. Approve and Authorize the City Manager to execute a Professional Services Agreement with Transtech Engineers, Inc. for $170,020 to provide construction engineering & inspection services for the Highway Safety Improvement Program (HSIP) Cycle 9 Traffic Signal Improvements Project, plus an additional 10% contingency, in final form as approved by City Attorney.

Professional Services Agreement with Fehr & Peers for Preparation of the City’s Local Road Safety Plan (LRSP)

Approve and authorize the City Manager to execute the Professional Services Agreement with Fehr & Peers for $79,980 to prepare a Local Road Safety Plan (LRSP) for the City, plus an additional 10% contingency for unforeseen expenditures, in final form as approved by the City Attorney.

Second Amendment to On-call Services Agreement with WSP Environmental & Infrastructure Solutions, Ind., (Formerly Wood Environment & Infrastructure Solutions, Inc.

Approve and authorize the City Manager to execute Amendment No. 2 to the On-Call Services Agreement with WSP Environmental & Infrastructure Solutions, Inc. for Lake Water Testing for an additional $20,000 bringing the total contract amount not to exceed $70,000 in such final form as approved by the City Attorney.

Notice of Decision – Planning Commission Approval of Planning Application No. 2023-11 (Bellevue Career College) for a Conditional Use Permit Establishing a Nursing School within a 2,975 Sq. Ft. Unit Located at 31569 Canyon Estates Drive Suites 207-222

Receive and File the Notice of Decision for Planning Application No. 2023-11 approved by the Planning Commission on May 16, 2023.

Amendment No. 1 to Contractor Services Agreement Between Azteca Cleaning Services LLC and the City of Lake Elsinore.

Approve and authorize the City Manager to execute Amendment No. 1 to the On-Call Contractor Services Agreement with Azteca Cleaning Servicves, LLC in an additional amount not to exceed $50,000 (new annual total of $261,000) for cleaning services in such final form as approved by the City Attorney; and authorize the City Manager to execute change orders not exceeding a 10% contingency of $26,100 for uncertainties and adjustments.

2023 Annual Consumer Price Index Increase for Refuse Collection Services Provided by CR&R

Receive and file this report and the proposed rate increases since the rate increases fall within the allowable amount per the franchise agreement.

Amendment No. 2 to the Professional Services Agreement with Adams-Streeter Civil Engineers Inc., for the Main Street Pedestrian Safety Improvements and Information Technology Infrastructure Project Z10075

Approve and Authorize the City Manager to execute Amendment No. 2 to the Agreement for Professional Services with Adams-Streeter Civil Engineers Inc., for an additional amount of $34,765 bringing the total contract amount not to exceed $251,620 in final form as approved by the City Attorney.<br>

Construction Contract with Aneen Construction Inc. for Downtown SB-821 Curb, Gutter and Sidewalk and Sumner Avenue Signing and Striping Project Z10081

1. Award the Public Works Construction Agreement for the Downtown SB-821 Curb, Gutter and Sidewalk and Sumner Avenue Signing and Striping Project Z10081 to Aneen Construction Inc.; and,<br><br>2. Approve and authorize the City Manager to execute the Agreement in the not to exceed amount of $816,968.25 to Aneen Construction Inc in such final form as approved by the City Attorney; and,<br><br>3. Authorize the City Manager to execute change orders not to exceed 10% contingency amount of $81,696.82; and,<br><br>4. Authorize City Clerk to record the Notice of Completion once it is determined the work is complete and the improvements are accepted into the City maintained drainage network.

Construction Contract with ATP General Engineering Contractors for Summerhill Drive Pavement Rehabilitation Project Z10098

1. Award the Public Works Construction Agreement for the Summerhill Drive Pavement Rehabilitation Project Z10098 to ATP General Engineering Contractors; and,<br><br>2. Approve and authorize the City Manager to execute the Agreement in the not to exceed amount of $1,148,805.00 to ATP General Engineering Contractors in such final form as approved by the City Attorney; and,<br><br>3. Authorize the City Manager to execute change orders not to exceed 10% contingency amount of $114,880.00; and,<br><br>4. Authorize the City Clerk to record the Notice of Completion once it is determined the work is complete and the improvements are accepted into the City maintained drainage network.

Approve and authorize the City Manager to execute Change Order No. 1 not exceeding $16,500.00 for the Stadium Facility Project to United Carports, LLC.
