Meeting Information

Meetings are held on the 2nd and 4th Tuesday of every month, and the agenda is posted 72 hours prior to each meeting outside of City Hall. The agenda and related reports are also available on the City’s website at www.Lake-Elsinore.org. Meetings are conducted in person, televised live on Spectrum Cable Station Channel 29 and Frontier Cable Channel 31, and streamed online at http://www.lake-elsinore.org/city-government/city-council/webcast-videos. If you are attending the meeting in person, please park in the parking lot across the street from the Cultural Center to assist us in limiting the impact of meetings on the Downtown Business District. Thank you for your cooperation.

 

Public Comments – Addressing the City Council

Any person wishing to address the City Council on items not included on the Agenda may do so during Public Comments for 1 minute at the beginning of the meeting or during Public Comments for 3 minutes at the end of the meeting. We respectfully ask those interested in addressing the City Council to either submit a request to speak online at http://www.lake-elsinore.org/city-government/agendas-and-minutes or complete and present a “Request to Speak” form to the City Clerk at the meeting. This form is available on the table located inside the Council Chamber. Members of the public may also provide comments on Agenda items by noting the item on the “Request to Speak” form and will be called to address the City Council when the item is considered by the City Council during the meeting.

If you would like to submit written public comments, you may do so prior to the meeting either by entering them online at the link above or emailing them to the City Clerk at [email protected]. Any written communications or additional documents distributed to the City Council within 72 hours of the meeting will also be made available to the public in accordance with Government Code Section 54957.5.

Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, DECLARING ITS INTENTION TO ANNEX TERRITORY INTO COMMUNITY FACILITIES DISTRICT NO. 2015-2 (MAINTENANCE SERVICES) OF THE CITY OF LAKE ELSINORE, ADOPTING A MAP OF THE AREA TO BE PROPOSED (ANNEXATION NO. 21) AND AUTHORIZING THE LEVY OF SPECIAL TAXES THEREIN.

Lease Agreement with Palms Park, LLC for an Approximately 3,000 Square Foot Office Building Located at 301 North Spring Street

 

Approve and authorize the City Manager to finalize and execute a 2-year lease agreement with Palms Park, LLC for an approximately 3,000 square foot office building located at 301 North Spring Street to temporarily house the Planning Department, Building and Safety Department, and Economic Development Office during construction of a new City Hall Facility in such final form as approved by the City Attorney.

 

10)

Authorize the Design and Installation of the Security and Data System in the Emergency Operations Center Building Project (CIP Project #Z20036)

 

  1. Waive Competitive Bidding Procedures pursuant to Section 3.08.070(G) of the Lake Elsinore Municipal Code based on the system benefits outlined in the staff report, including the fact that the design and installation of the security and data system services are available through the City’s previously selected provider ensuring compatibility, efficiency and cost savings; and,

 

  1. Award a Public Works construction agreement to AK Security Alarm LLC for the design and installation of the security and data system Emergency Operation Center (EOC) Building Project (CIP Project #Z20036); and
  2. Approve and authorize the City Manager to execute the agreement for a not-to-exceed amount of $170,000.00 with AK Security Alarm LLC in the form attached, and in such final form as approved by the City Attorney; and,

 

  1. Authorize the City Manager to execute change orders not to exceed a 10% contingency amount of $17,000.00 for construction uncertainties and adjustments.

Professional Services Agreement with Dustin Thompson Photography for Videography and Photography at Various City Events and Programs

 

Approve and authorize the City Manager to execute an agreement/contract with Dustin Thompson in an amount not to exceed $90,000 for videography and photography services in such final form as approved by the City Attorney and authorize the City Manager to execute change orders not exceeding a 10% contingency of $9,000 for uncertainties and adjustments.

Professional Services Agreement with M & J Paul Enterprises, Inc. (dba Jolly Jumps)

 

Approve and authorize the City Manager to execute an agreement/contract with M & J Paul Enterprises, Inc. (dba Jolly Jumps) in an amount not to exceed $125,000 ($25,000 per year) for event services and amusements in such final form as approved by the City Attorney and authorize the City Manager to execute change orders not exceeding a 10% contingency of $12,500 for uncertainties and adjustments.

Final Contract Change Order to the Public Works Construction Agreement with Aneen Construction Inc., for the Downtown SB-821 Curb, Gutter and Sidewalk and Sumner Avenue Signing and Striping - CIP Project Z10081

 

Authorize the City Manager to execute the Final Contract Change Order to the Public Works Construction Agreement with Aneen Construction, Inc. in the amount of $170,967.76 for Change Order No. 1 Kellogg Improvements and Change Order No. 2 Graham and Heald Improvements along with contract overages for the Downtown SB-821 Curb, Gutter and Sidewalk and Sumner Avenue Signing and Striping Project, in final form as approved by the City Attorney.

Final Change Order to the Public Works Construction Agreement with Hardy & Harper Inc. for the Auto Center Drive Pavement Rehabilitation Project - Cip Z10096

 

Authorize the City Manager to execute the Final Change Order to the Public Works Construction Agreement for contract overages for the Auto Center Drive Pavement Rehabilitation, in the amount of $8,070.40, with Hardy & Harper Inc., in final form as approved by the City Attorney.

 

15)

Amendment to TUMF Reimbursement Agreements for I-15 Franklin Street Interchange Improvement Project and I-15 Sr-74 Interchange Improvement Project

 

Approve and authorize the Mayor to execute amended agreements with Western Riverside Council of Governments (WRCOG) to reimburse funds for the Interstate 15 Franklin Street Interchange Improvement Project and Interstate 15 State Route 74 Interchange Improvement Project.

Construction Support Services for Transportation Art Fabrication and Installation at I-15 Railroad Canyon Road Interchange and I-15 Main Street Interchange

 

Approve and authorize the City Manager to execute a Professional Services Agreement with David Evans and Associates, Inc. in the amount of $31,020 plus an additional 15% in contingency in final form as approved by the City Attorney.

Acquisition of City Fleet Vehicles

 

  1. Approve and authorize the City Manager to execute a Purchase Order with Aaron Chevrolet in an amount not to exceed $214,399.57 for the purchase of three (3) City Fleet Vehicles in such final form as approved by the City Attorney: and authorize the City Manager to execute change orders not exceeding a 10% contingency of $21,439.00 for uncertainties and adjustments; and

 

  1. Approve and authorize the City Manager to execute a Purchase Order with Diamond Chevrolet in an amount not to exceed $153,105.18 for the purchase of three (3) City Fleet Vehicles in such final form as approved by the City Attorney: and authorize the City Manager to execute change orders not exceeding a 10% contingency of $15,310.00 for uncertainties and adjustments.

Purchase of 32 LED Lighting System for the Levee Walking Path Trail

 

Approve and authorize the City Manager to execute a Purchase Order with Holophane for 32 LED Lighting Systems for the Levee Walking Path Trail in an amount not to exceed $197,278.60 in such final form approved by the City Attorney and authorize the City Manager to execute change orders not to exceed a 10% contingency of $19,727.00 for unanticipated costs.

 

19)

Resolutions Fixing of the Employer Contribution Under the Public Employees Medical and Hospital Care Act (PEMHCA) at an Equal Amount for Employees and Retirees

 

  1. Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, FIXING THE EMPLOYER CONTRIBUTION UNDER THE PUBLIC EMPLOYEES’ MEDICAL AND HOSPITAL CARE ACT AT AN EQUAL AMOUNT FOR EMPLOYEES AND ANNUITANTS (CalPERS); and

 

  1. Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, FIXING THE EMPLOYER CONTRIBUTION UNDER THE PUBLIC EMPLOYEES’ MEDICAL AND HOSPITAL CARE ACT AT AN EQUAL AMOUNT FOR EMPLOYEES AND ANNUITANTS (NON CalPERS).

Agreement with Southwest Lift & Equipment, Inc., for Inspection and Service of Hydraulic Lifts

 

Approve and authorize the City Manager to execute the Contractor Services Agreement with Southwest Lift & Equipment, Inc., for On-Call Inspection and Service of Hydraulic Lifts in an amount not to exceed $15,000.00 per Fiscal Year for a term of three (3) years in such final form as approved by the City Attorney and authorize the City Manager to execute change orders not to exceed a 10% contingency of $1,500.00 for unanticipated costs.

Change Order No. 1 to the Professional Services Agreement with STK Architecture, Inc. for Architectural Services for City Corporate Facility

 

Approve and authorize the City Manager to execute the Change Order to the Professional Services Agreement for architecture services related to the schematic design phase, design development phase, and construction document phase for the City Corporate Facility in an amount not to exceed $389,480.00 with STK Architecture, Inc.
