The City of Lake Elsinore appreciates your attendance. Citizens’ comments, input and interests provide the City Council with valuable information regarding issues of the community.  

 

Meeting Information 

Meetings are held on the 2nd and 4th Tuesday of every month, and the agenda is posted 72 hours prior to each meeting outside of City Hall. The agenda and related reports are also available on the City’s website at www.Lake-Elsinore.org. Meetings are conducted in person, televised live on Spectrum Cable Station Channel 29 and Frontier Cable Channel 31, and streamed online at http://www.lake-elsinore.org/city-government/city-council/webcast-videos. If you are attending the meeting in person, please park in the parking lot across the street from the Cultural Center to assist us in limiting the impact of meetings on the Downtown Business District. Thank you for your cooperation. 

 

Public Comments – Addressing the City Council 

Any person wishing to address the City Council on items not included on the Agenda may do so during Public Comments for 1 minute at the beginning of the meeting or during Public Comments for 3 minutes at the end of the meeting. We respectfully ask those interested in addressing the City Council to either submit a request to speak online at http://www.lake-elsinore.org/city-government/agendas-and-minutes or complete and present a “Request to Speak” form to the City Clerk at the meeting. This Form is available on the table located inside the Council Chamber. Members of the public may also provide comments on Agenda items by noting the item on the “Request to Speak” form and will be called to address the City Council when the item is considered by the City Council during the meeting. 

 

Written Communications 

If you would like to submit written public comments, you may do so prior to the meeting either by entering them online at the link above or emailing them to the City Clerk at [email protected]. Any written communications or additional documents distributed to the City Council within 72 hours of the meeting will also be made available to the public in accordance with Government Code Section 54957.5. 

 

Accessibility Accommodations 

In compliance with the Americans with Disabilities Act, any person with a disability who requires a modification or accommodation in order to participate in a meeting should contact the City Clerk’s Department at (951) 6743124 Ext. 269, at least 48 hours before the meeting to make reasonable arrangements to ensure accessibility

• Action and Adventure: Lake Elsinore’s programs, facilities, and natural environment will define the City as a destination for action and adventure for both visitors and residents.


Our Aspirations are broad, long-term goals that encapsulate what we hope to achieve in Lake Elsinore’s future. The City has identified 4 key aspirations to work towards.

Purchase of (1) 2023 Dodge Ram 5500 4x4 Chassis and Cab

 

Authorize the City Manager to purchase one (1) 2023 Dodge Ram 5500 4x4 Chassis and Cab for Squad #97 per the attached specifications in the total amount of $167,614.41 from the County of Riverside and waive the formal bidding process under LEMC Section 3.08.070 in place of the County's bidding procedure.

Award a Public Works Agreement to Edmonson Construction Co, for the Demolition of the Buildings Located at 102, 106, 108, 110, and 114 South Main Street, Demolition Project (CIP Project #Z20006).

 

  1. Award a public works agreement to Edmonson Construction Co. for the City-owned buildings next to City Hall, Building Demolition Project (CIP Project #Z20006);

 

  1. Approve and authorize the City Manager to execute the agreement for a not-to-exceed amount of $149,950.00 with Edmonson Construction Co. in the form attached, and in such final form as approved by the City Attorney; and

 

  1. Authorize the City Manager to execute change orders not to exceed a 10% contingency amount of $14,995.00 for construction uncertainties and adjustments.

Purchase of Citywide Park Amenities for Citywide Park Improvements with Quick Crete Products

 

Approve and authorize the City Manager to execute a Purchase Order with Quick Crete Products for Citywide Park Amenities in an amount not to exceed $232,608.57 in such final form as approved by the City Attorney and authorize the City Manager to execute change orders not to exceed a 10% contingency of $23,260.00 for unanticipated costs.

Agreement for Contractor Services with Hi-way Safety, Inc. for Guardrail Installation, Repair and Maintenance Citywide

 

Approve and Authorize the City Manager to execute Agreement for Contractor Services with Hi-Way Safety Inc. for Guardrail Installation, Repair, and Maintenance Citywide in an amount not to exceed $86,154.57 per Fiscal Year for a term of three (3) years in such final form approved by the City Attorney and authorize the City Manager to execute change orders not to exceed a 10% contingency of $8,615.00 for unanticipated costs.

Change Order No. 1 to the Public Works Construction Agreement with NPG, Inc. for the Asphalt Repairs, Slurry Seal, and Striping for Park Parking Lots

 

Approve and authorize the City Manager to execute Change Order No. 1 to the Public Works Construction Agreement with NPG, Inc. in an amount not exceeding $60,990.00 for the Asphalt Repairs, Slurry Seal, and Striping of Park Parking Lots, Project No. Z40023 in such final form approved by the City Attorney.

Purchase of Trash Cans and Recycle Bins for Citywide Parks with BearSaver

 

Approve and authorize the City Manager to execute a Purchase Order with BearSaver for the purchase of trash cans and recycle bins for Citywide Parks in an amount not to exceed $114,145.37 in such final form as approved by the City Attorney and authorize the City Manager to execute change orders not to exceed a 10% contingency of $11,414.00 for unanticipated costs.
