The City of Lake Elsinore appreciates your attendance. Citizens’ comments, input and interests provide the City Council with valuable information regarding issues of the community.  

 

Meeting Information 

Meetings are held on the 2nd and 4th Tuesday of every month, and the agenda is posted 72 hours prior to each meeting outside of City Hall. The agenda and related reports are also available on the City’s website at www.Lake-Elsinore.org. Meetings are conducted in person, televised live on Spectrum Cable Station Channel 29 and Frontier Cable Channel 31, and streamed online at http://www.lake-elsinore.org/city-government/city-council/webcast-videos. If you are attending the meeting in person, please park in the parking lot across the street from the Cultural Center to assist us in limiting the impact of meetings on the Downtown Business District. Thank you for your cooperation. 

 

Public Comments – Addressing the City Council 

Any person wishing to address the City Council on items not included on the Agenda may do so during Public Comments for 1 minute at the beginning of the meeting or during Public Comments for 3 minutes at the end of the meeting. We respectfully ask those interested in addressing the City Council to either submit a request to speak online at http://www.lake-elsinore.org/city-government/agendas-and-minutes or complete and present a “Request to Speak” form to the City Clerk at the meeting. This Form is available on the table located inside the Council Chamber. Members of the public may also provide comments on Agenda items by noting the item on the “Request to Speak” form and will be called to address the City Council when the item is considered by the City Council during the meeting.

If you would like to submit written public comments, you may do so prior to the meeting either by entering them online at the link above or emailing them to the City Clerk at [email protected]. Any written communications or additional documents distributed to the City Council within 72 hours of the meeting will also be made available to the public in accordance with Government Code Section 54957.5.

Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, AMENDING RESOLUTION NO. 2022-94 UPDATING THE CITY OF LAKE ELSINORE CONFLICT OF INTEREST CODE.

Amendment No. 3 - Agreement with County of Riverside Sheriff's Department for Law Enforcement Services

 

Approve and authorize the Mayor to execute Amendment No. 3 with the County of Riverside Sheriff's Department to perform law enforcement services per the fee and terms noted in the agreement and in such final form as approved by the City Attorney.

Agreement with Animal Friends of the Valleys for Microchipping and Spay and Neuter Vouchers for Lake Elsinore Residents

 

Approve and authorize the City Manager to execute the Professional Services Agreement with Animal Friends of the Valleys in an amount not to exceed $25,000.00 for Microchipping and Spay and Neuter Vouchers for Lake Elsinore Residents in such final form as approved by the City Attorney.

Consideration of Annual Reporting of Completed State-Mandated Fire and Life Safety Inspections by the City of Lake Elsinore in Compliance with SB 1205 for Fiscal Year 2023-2024

 

Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, ACKNOWLEDGING RECEIPT OF A REPORT MADE BY THE FIRE CHIEF OF THE RIVERSIDE COUNTY FIRE DEPARTMENT REGARDING THE INSPECTION OF CERTAIN OCCUPANCIES REQUIRING ANNUAL INSPECTIONS IN SUCH OCCUPANCIES PURSUANT TO SECTIONS 13145, 13146 and 17921 OF THE CALIFORNIA HEALTH AND SAFETY CODE.

Amendment No. 1 to the Agreement for Professional Services with Social Work Action Group (SWAG) for Homeless Outreach Services

 

Approve and authorize the City Manager to execute Amendment No. 1 to the Agreement with Social Work Action Group (SWAG) to extend the term of the agreement for homeless outreach services in an amount not to exceed $412,419 per fiscal year in such final form as approved by the City Attorney.

Amendment No. 1 to the Agreement for Professional Services with Social Work Action Group (SWAG) for Supportive Services and Management of the Anchor

 

Approve and authorize the City Manager to execute Amendment No. 1 to the Agreement with Social Work Action Group (SWAG) for supportive services and management of the Anchor in an amount not to exceed $617,085 per fiscal year and extending the term in such final form as approved by the City Attorney.

 


15)

Request to Modify Condition of Approval No. 73 Related to the Relocation and Undergrounding of Power Poles Out of the Roadway for the Riverside & Lincoln Commercial Project (PA 2020-92)

 

Deny the applicant’s request to modify Condition of Approval No. 73 and keep the previously approved condition as stated below:

 

73. All arrangements for the relocation of utility company facilities (power poles, vaults, etc.) out of the roadway shall be the responsibility of the applicant, property owner, and/or their agent. Overhead utilities (34.5 kV or lower) shall be undergrounded (LEMC Section 16.64).

Notice of Decision – Planning Commission Approval of Planning Application No. 2023-17 for Exterior Building Façade and Related Site Improvements with a Request for Parking Reduction for an Existing Commercial Center Located at 31681 and 31701 Riverside Drive

 

Receive and File the Notice of Decision for Planning Application No. 2023-17 approved by the Planning Commission at their Regular Meeting on August 20, 2024.

Engineering Standards, Design Manual, and Specifications Update

 

Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, ADOPTING AND APPROVING THE CITY OF LAKE ELSINORE ENGINEERING STANDARDS AND SPECIFICATIONS FOR PUBLIC WORKS CONSTRUCTION – 2024 EDITION.

 

18)

TUMF Credit/Reimbursement Agreement for Transportation Improvements Constructed by Zairey, Inc.

 

Approve and authorize the Mayor to execute the Credit/Reimbursement Agreement between the City, Western Riverside Council of Governments (WRCOG), and Zairey, Inc. for the construction of improvements in such final form as approved by the City Attorney.

 

19)

Professional Services Agreement for Surface Mining Inspection (SMARA) and Compliance Monitoring Consulting Services, EnviroMINE, Inc.

 

Approve and authorize the City Manager to execute a Professional Services Agreement with EnviroMINE, Inc. to perform SMARA compliance monitoring and inspection services in an amount not to exceed $35,000 annually in final form as approved by the City Attorney.

Parcel Map No. 38753

 

  1. Approve Parcel Map No. 38753 subject to the City Engineer’s acceptance as being true and correct, and authorize the City Clerk to sign the map and arrange for the recordation; and

 

  1. Approve and authorize the City Manager to execute the construction agreement for monumentation.

Acquisition of City Fleet Vehicles

 

Approve and authorize the City Manager to execute a Purchase Order with Aaron Chevrolet in an amount not to exceed $99,842.38 for the purchase of two (2) City Fleet Vehicles in such final form as approved by the City Attorney.

Find that pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15162, the extension of time request would not have a significant effect on the environment, and no new environmental documentation is necessary because all potentially significant effects have been adequately analyzed in a previously adopted Mitigated Negative Declaration (SCH No. 2022030368);
