The City of Lake Elsinore appreciates your attendance. Citizens’ comments, input and interests provide the City Council with valuable information regarding issues of the community.  

 

Meeting Information 

Meetings are held on the 2nd and 4th Tuesday of every month, and the agenda is posted 72 hours prior to each meeting outside of City Hall. The agenda and related reports are also available on the City’s website at www.Lake-Elsinore.org. Meetings are conducted in person, televised live on Spectrum Cable Station Channel 29 and Frontier Cable Channel 31, and streamed online at http://www.lake-elsinore.org/city-government/city-council/webcast-videos. If you are attending the meeting in person, please park in the parking lot across the street from the Cultural Center to assist us in limiting the impact of meetings on the Downtown Business District. Thank you for your cooperation. 

 

Public Comments – Addressing the City Council 

Any person wishing to address the City Council on items not included on the Agenda may do so during Public Comments for 1 minute at the beginning of the meeting or during Public Comments for 3 minutes at the end of the meeting. We respectfully ask those interested in addressing the City Council to either submit a request to speak online at http://www.lake-elsinore.org/city-government/agendas-and-minutes or complete and present a “Request to Speak” form to the City Clerk at the meeting. This Form is available on the table located inside the Council Chamber. Members of the public may also provide comments on Agenda items by noting the item on the “Request to Speak” form and will be called to address the City Council when the item is considered by the City Council during the meeting. 

 

Written Communications 

If you would like to submit written public comments, you may do so prior to the meeting either by entering them online at the link above or emailing them to the City Clerk at [email protected]. Any written communications or additional documents distributed to the City Council within 72 hours of the meeting will also be made available to the public in accordance with Government Code Section 54957.5.

Our Aspirations are broad, long-term goals that encapsulate what we hope to achieve in Lake Elsinore’s future. The City has identified 4 key aspirations to work towards.

  1. Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, REQUESTING THE BOARD OF SUPERVISORS OF THE COUNTY OF RIVERSIDE TO CONSOLIDATE A GENERAL MUNICIPAL ELECTION TO BE HELD ON NOVEMBER 5, 2024, WITH THE STATEWIDE GENERAL ELECTION TO BE HELD ON THE DATE PURSUANT TO §10403 OF THE CALIFORNIA ELECTIONS CODE; and

Rejection of Claim by Nitin Jindal

 

Direct the City Clerk to notify claimant Nitin Jindal that his claim submitted to the City Clerk's Department on February 15, 2024, is rejected.

Professional Services Agreement With EGP Consulting, Inc. for On-call Environmental Services

 

Approve and authorize the City Manager to execute an Agreement for Professional Services with EGP Consulting Inc. to provide on-call environmental support services in the amount of $160,000, in such final form as approved by the City Attorney.

 

7)

Annual Progress Report on the Lake Elsinore General Plan and Housing Element for Calendar Year 2023

 

Receive and File the City’s Annual General Plan and Housing Element Progress Report for Calendar Year 2023 and acknowledge submittal of the Housing Element portion of the Annual Report and direct staff to transmit the remainder of the General Plan 2023 Annual Progress Report to Department of Housing and Community Development (HCD) and the Governor's Office of Planning and Research (OPR).

 

8)

Agreement with Wash Laundry Services for Laundry Machine Operator Services at Launch Pointe

 

Approve and authorize the City Manager to execute a Lease Agreement with Wash Laundry Systems to lease the laundry room facility at Launch Pointe providing units and maintenance of units for guests of Launch Pointe in such final form as approved by the City Attorney.

 


9)

Agreement With Zonda Advisory for an Analysis' of Office and Retail Demand and Opportunities in the City of Lake Elsinore

 

Approve and authorize the City Manager to execute an agreement with Zonda Advisory (DBA Meyers Research) in an amount not to exceed $36,000 for quantitative real estate research services and analysis for retail and office demand and opportunities, in such final form as approved by the City Attorney.

 

10)

Amendment No. 2 to Professional Services Agreement with FCG for Resident Engineering Services at I-15 Main Street Interchange for Construction Management and Project Closeout Support Services

 

Approve and authorize the City Manager to execute Amendment No. 2 to Professional Services Agreement with FCG Consultants for $258,091.95 plus an additional 10% contingency to provide Construction Management & Inspection Services for the I-15 / Main Street Interchange Improvements Project in final form as approved by the City Attorney.

 

11)

Tract 38271 Laguna Pointe Haul Route

 

Approve and authorize the Mayor and City Manager to execute a Haul Route Agreement requested for Tract 38271 Laguna Pointe.

 

12)

Notice of Completion on Roof Replacement at City Hall (CIP Project #Z20005)

 

Accept the improvements and authorize the City Clerk to file the Notice of Completion with the County Recorder for the City Hall Roof Replacement Project (Project #Z20005) completed by CalCom Roofing, Inc.

 

13)

Notice of Completion on Roof Replacement at Swick & Matich Park (CIP Project #Z40023)

 

Accept the improvements and authorize the City Clerk to file the Notice of Completion with the County Recorder for the Swick & Matich Park Roof Replacement Project (Project #Z40023) completed by Don Luginbill Roofing, Inc. (JJ Roofing).

 

14)

Purchase of One (1) Heavy Duty 4-post Vehicle Lift

 

Approve and authorize the City Manager to execute a purchase order with Southwest Lift & Equipment, Inc. for one (1) Heavy Duty 4-Post Vehicle Lift in an amount not to exceed $36,173.55 (including tax) in such final form approved by the City Attorney.

 

15)

Purchase of One (1) Mobile Concrete Mixing Trailer

 

  1. Approve and authorize the City Manager to execute a purchase order with Cart-Away Concrete Systems, Inc., for one (1) Mobile Concrete Mixing Trailer in an amount not to exceed $50,296.88 (including tax) in such final form as approved by the City Attorney, and

 

  1. Find that the proposed purchase is exempt from the standard bidding procedures pursuant to LEMC Section 3.08.070.B. because the commodity can be obtained from only one vendor.

  1. Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, FINDING THAT PLANNING APPLICATION NO. 2023-29 (TENTATIVE PARCEL MAP NO. 38753) IS CONSISTENT WITH THE WESTERN RIVERSIDE COUNTY MULTIPLE SPECIES HABITAT CONSERVATION PLAN (MSHCP); and

  1. Introduce by title only and waive further reading of AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, ADDING CHAPTER 9.60 TO TITLE 9 OF THE LAKE ELSINORE MUNICIPAL CODE (LEMC) REGARDING UNLAWFUL POSSESSION OF A CATALYTIC CONVERTER; and
