The City of Lake Elsinore appreciates your attendance. Citizens’ comments, input and interests provide the City Council with valuable information regarding issues of the community.  

 

Meeting Information 

Meetings are held on the 2nd and 4th Tuesday of every month, and the agenda is posted 72 hours prior to each meeting outside of City Hall. The agenda and related reports are also available on the City’s website at www.Lake-Elsinore.org. Meetings are conducted in person, televised live on Spectrum Cable Station Channel 29 and Frontier Cable Channel 31, and streamed online at http://www.lake-elsinore.org/city-government/city-council/webcast-videos. If you are attending the meeting in person, please park in the parking lot across the street from the Cultural Center to assist us in limiting the impact of meetings on the Downtown Business District. Thank you for your cooperation. 

 

Public Comments – Addressing the City Council 

Any person wishing to address the City Council on items not included on the Agenda may do so during Public Comments for 1 minute at the beginning of the meeting or during Public Comments for 3 minutes at the end of the meeting. We respectfully ask those interested in addressing the City Council to either submit a request to speak online at http://www.lake-elsinore.org/city-government/agendas-and-minutes or complete and present a “Request to Speak” form to the City Clerk at the meeting. This Form is available on the table located inside the Council Chamber. Members of the public may also provide comments on Agenda items by noting the item on the “Request to Speak” form and will be called to address the City Council when the item is considered by the City Council during the meeting.

If you would like to submit written public comments, you may do so prior to the meeting either by entering them online at the link above or emailing them to the City Clerk at [email protected]. Any written communications or additional documents distributed to the City Council within 72 hours of the meeting will also be made available to the public in accordance with Government Code Section 54957.5.

Authorization to Apply for Additional Unclaimed Funds Under the Community Development Block Grant (CDBG) Set Aside Funds for Project Homekey Projects

 

Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING AN AMENDMENT TO THE STANDARD AGREEMENT ISSUED UNDER THE 2020 COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM CORONAVIRUS RESPONSE (CDBG-CV).

Public Works Agreement with Elliott Drilling Services, Inc. for the Site Grading of the New City Hall Project (CIP Project #Z20006)

 

Approve and authorize the City Manager to execute a public works agreement with Elliott Drilling Services, Inc. in an amount not to exceed $398,500.00 for the site grading of the new City Hall Project (CIP Project #Z20006) in such final form as approved by the City Attorney and authorize the City Manager to execute change orders not exceeding a 10% contingency of $39,850.00 for construction uncertainties and adjustments.

 

13)

City Council Meeting Dates for 2024

 

Review the 2024 meeting dates and approve canceling the Regular meetings of November 26 and December 24, 2024.


14)

Reappointments to the Measure Z Citizens Committee

 

Reappoint Edwin Castro (District 2) and Jimmy Gist (District 5) to serve on the Lake Elsinore Measure Z Citizens Committee for a term expiring December 31, 2025.

 

15)

Mayor’s Recommended Council Appointments

 

Appoint City Council Members to serve on the various Boards, Committees, Subcommittees, and Ad-Hoc Committees.

 

16)

Agreement for Contractor Services with Ballard Marine Construction for Installation of Electrical Equipment and Barge Anchorage

 

  1. Approve and authorize the City Manager to execute the Contractor Services Agreement with Ballard Marine Construction in an amount not to exceed $656,590 for installation of electrical equipment and barge anchorage in such final form as approved by the City Attorney and authorize the City Manager to execute change orders not exceeding a 10% contingency of $65,659 for uncertainties and adjustments.

 

  1. Waive the formal bidding process per Municipal Code Section 3.08.070(G) for the contractor services to be performed by Ballard Marine Construction given the highly specialized work, essential heavy equipment and unique qualifications of the contractor.

Notice of Decision – Planning Commission Approval of Planning Application No. 2023-40 (Inland Boat Center) Approving a Conditional Use Permit in connection with the establishment of a new boat dealership in an existing 126,661 sq. ft. building with a 29,895 sq. ft. outdoor display area and a 38,736 sq. ft. outdoor storage area located at 31700 Grape Street

 

Receive and file the Notice of Decision for Planning Application No. 2023-40 approved by the Planning Commission on December 5, 2023.

Professional Services Agreement with Michael Baker International Inc. for On-call Contract Planning Services

 

Approve and authorize the City Manager to execute an Agreement for Professional Services with Michael Baker International Inc. to provide on-call contract planning services in the amount of $280,800, in such final form as approved by City Attorney.

 

19)

Construction Agreement with CalCom Roofing, Inc. for Roof Replacement at City Hall (CIP Project #Z20005)

 

Approve and authorize the City Manager to execute a Construction Agreement with CalCom Roofing, Inc. for Roof Replacement at City Hall in an amount not to exceed $199,000.00 in such final form approved by the City Attorney.

 


20)

Change Order No. 1 to the Public Works Agreement for the Site Grading of the New City Hall Project (CIP Project #Z20006)

 

Approve and authorize the City Manager to execute Change Order No. 1 to the Public Works Construction Agreement with Edmondson Construction Company in an amount not to exceed $95,625.00 for additional grading, excavation, and compaction work on the building as approved by the City Attorney.

Award a Public Works Agreement to Interstate Striping, Inc. for the Annual Traffic Striping Maintenance Program (CIP Project #Z10004)

 

Approve and authorize the City Manager to execute a Public Works Agreement with Interstate Striping, Inc., in an amount not to exceed $373,674.00 for the Annual Traffic Striping Maintenance Program (CIP Project #Z10004) in such final form as approved by the City Attorney and authorize the City Manager to execute change orders not to exceed a 10% contingency amount of $37,367.00 for uncertainties and adjustments.

Agreement with Tint Solutions, Inc. for Window Tinting Services Citywide

 

Approve and authorize the City Manager to execute the Contractor Services Agreement with Tint Solutions, Inc. in an amount not to exceed $15,000.00 per Fiscal Year for a term of (3) years in such final form as approved by the City Attorney and authorize the City Manager to execute change orders not to exceed a 10% contingency of $1,500.00 for unanticipated costs.

 

23)

Purchase of Real Property for Murrieta Creek Trail Project (APN 371-100-003)

 

Approve the purchase of an approximately 2.17-acre parcel for the Murrieta Creek Multi-Use Trail Project (APN 371-100-003) for $104,000 plus ancillary closing costs and authorize the City Manager to execute an assignment of the Purchase Agreement and such other ancillary documents as may be necessary to complete the purchase, in such final form as approved by the City Attorney.

Amendment No. 1 to Agreements for Minor Construction and Maintenance Operations

 

Approve and authorize the City Manager to execute Amendment No. 1 to the Agreements with Endresen Development, Inc. in an amount not to exceed $250,000, Cotter Construction, Inc. in an amount not to exceed $250,000, B&B Nurseries, Inc. (dba Landscape Center) in an amount not to exceed $75,000, and Pursuit Electric in an amount not to exceed $75,000 in such final form as approved by the City Attorney.

Tenth Amendment to Stadium Interim Management Agreement

 

  1. Find that the Tenth Amendment is exempt from California Environmental Quality Act (CEQA) pursuant to Section 15301 of the State CEQA Guidelines; and

 

  1. Adopt A RESOLUTION OF THE SUCCESSOR AGENCY OF THE REDEVELOPMENT AGENCY OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING A TENTH AMENDMENT TO THE STADIUM INTERIM MANAGEMENT AGREEMENT BETWEEN THE SUCCESSOR AGENCY OF THE REDEVELOPMENT AGENCY OF THE CITY OF LAKE ELSINORE AND THE LAKE ELSINORE STORM LP.

Recognized Obligation Payment Schedule (ROPS 24-25) for July 1, 2024 through June 30, 2025

 

  1. Find that the project is exempt from California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3) of the State CEQA Guidelines; and
