The City of Lake Elsinore appreciates your attendance. Citizens’ comments, input and interests provide the City Council with valuable information regarding issues of the community.  

 

Meeting Information 

Meetings are held on the 2nd and 4th Tuesday of every month, and the agenda is posted 72 hours prior to each meeting outside of City Hall. The agenda and related reports are also available on the City’s website at www.Lake-Elsinore.org. Meetings are conducted in person, televised live on Spectrum Cable Station Channel 29 and Frontier Cable Channel 31, and streamed online at http://www.lake-elsinore.org/city-government/city-council/webcast-videos. If you are attending the meeting in person, please park in the parking lot across the street from the Cultural Center to assist us in limiting the impact of meetings on the Downtown Business District. Thank you for your cooperation. 

 

Public Comments – Addressing the City Council 

Any person wishing to address the City Council on items not included on the Agenda may do so during Public Comments for 1 minute at the beginning of the meeting or during Public Comments for 3 minutes at the end of the meeting. We respectfully ask those interested in addressing the City Council to either submit a request to speak online at http://www.lake-elsinore.org/city-government/agendas-and-minutes or complete and present a “Request to Speak” form to the City Clerk at the meeting. This Form is available on the table located inside the Council Chamber. Members of the public may also provide comments on Agenda items by noting the item on the “Request to Speak” form and will be called to address the City Council when the item is considered by the City Council during the meeting.

Any written communications or additional documents distributed to the City Council within 72 hours of the meeting will also be made available to the public in accordance with Government Code Section 54957.5.

Approve and authorize the Mayor to execute an Improvement Credit/Reimbursement Agreement with Western Riverside Council of Governments and Pulte Home Company, LLC in such final form as approved by the City Attorney.

Three-year Agreement with Graffiti Tracker for the Uploading, Processing, and Analysis of Graffiti

 

Approve and authorize the City Manager to execute a Professional Services Agreement in the amount of $11,000.00 annually for three years in an amount not to exceed $33,000.00 based on the volume of photographs taken by the graffiti abatement crews and equipment costs in such final form as approved by the City Attorney.

Acceptance of the Fellowship Grant from Stanford Impact Labs

 

Approve and authorize the City Manager to execute an agreement with Stanford Impact Labs for a fellowship grant in the amount of $50,000 to the City of Lake Elsinore for a project entitled Evidence for Policy Fellowship in such final form as approved by the City Attorney.

Purchase of One (1) Electric Boom Lift and Two (2) Mobile LED Light Towers

 

Approve and authorize the City Manager to execute a Purchase Order with Quinn for one (1) Electric Boom Lift and two (2) LED Light Towers in an amount not to exceed $117,570.63 in such final form approved by the City Attorney and authorize the City Manager to execute change orders not to exceed a 10% contingency of $11,757.00 for unanticipated costs.

Approval of FY23/24 Rates with the County of Riverside for Maintenance of City Traffic Signals and Safety Lighting

 

Approve the FY 23/24 rates for the County of Riverside Transportation Department (County) Agreement for Traffic Signal and associated hardware maintenance, emergency call-out services, and inventory of City traffic signal equipment maintained by the County.

Purchase of ClearVu Cochrane's Invisible Wall Fencing System at Serenity Park (CIP Project #Z40005)

 

Approve and authorize the City Manager to execute a Purchase Order with Cochrane USA in an amount not to exceed $183,696.31 in such final form approved by the City Attorney and authorize the City Manager to execute change orders not to exceed a 10% contingency of $18,369.00 for unanticipated costs.

The Lake Elsinore City Council will adjourn to the next Regular meeting of Tuesday, January 9, 2024 in the Cultural Center located at 183 N. Main Street.
