Meeting Information

Meetings are held on the 2nd and 4th Tuesday of every month, and the agenda is posted 72 hours prior to each meeting outside of City Hall. The agenda and related reports are also available on the City’s website at www.Lake-Elsinore.org. Meetings are conducted in person, televised live on Spectrum Cable Station Channel 29 and Frontier Cable Channel 31, and streamed online at http://www.lake-elsinore.org/city-government/city-council/webcast-videos. If you are attending the meeting in person, please park in the parking lot across the street from the Cultural Center to assist us in limiting the impact of meetings on the Downtown Business District. Thank you for your cooperation.

 

Public Comments – Addressing the City Council

Any person wishing to address the City Council on items not included on the Agenda may do so during Public Comments for 1 minute at the beginning of the meeting or during Public Comments for 3 minutes at the end of the meeting. We respectfully ask those interested in addressing the City Council to either submit a request to speak online at http://www.lake-elsinore.org/city-government/agendas-and-minutes or complete and present a “Request to Speak” form to the City Clerk at the meeting. This Form is available on the table located inside the Council Chamber. Members of the public may also provide comments on Agenda items by noting the item on the “Request to Speak” form and will be called to address the City Council when the item is considered by the City Council during the meeting.

If you would like to submit written public comments, you may do so prior to the meeting either by entering them online at the link above or emailing them to the City Clerk at [email protected]. Any written communications or additional documents distributed to the City Council within 72 hours of the meeting will also be made available to the public in accordance with Government Code Section 54957.5.

The next step is to Adopt a resolution of the City of Lake Elsinore authorizing the grant application, acceptance, and execution of the grant funds from the State of California.

Community Development Block Grant (CDBG) Allocation for Fiscal Year 2024-2025 and Community Support Allocation for Fiscal Year 2023-2024

 

  1. Adopt the Community Development Block Grant (CDBG) Program for Fiscal Year 2024-2025;

 

  1. Approve the submittal of the City's program to the County of Riverside; and

 

  1. Approve the allocation of Community Support Funds for Fiscal Year 2023-2024.

Approval of Community Development Block Grant (CDBG) Supplemental Agreement 2023-2024 Program Year

 

Approve and authorize the Mayor to execute the Supplemental Agreement between the County of Riverside and the City of Lake Elsinore for the Use of 2023-2024 Community Development Block Grant Funds.

Award a Public Works Agreement to Edmonson Construction Co. for the Site Grading of the New City Hall Project (CIP Project #Z20006)

 

Approve and authorize the City Manager to execute a public works agreement with Edmonson Construction Co. in an amount not to exceed $119,500.00 for the site grading of the new City Hall Project (CIP Project #Z20006) in such final form as approved by the City Attorney and authorize the City Manager to execute change orders not to exceed a 10% contingency amount of $11,950.00 for construction uncertainties and adjustments.

Amendment No. 1 to the Professional Services Agreement with Engineering Resources of Southern California Inc. (ERSC) for the Civil Engineering Services of the New City Hall Project (CIP Project #Z20006)

 

Approve and authorize the City Manager to execute Amendment No. 1 to the Professional Services Agreement with Engineering Resources of Southern California Inc. (ERSC) in the amount of $44,032.00 for Civil Engineering Services of the new City Hall project (CIP Project #Z20006) in such final form as approved by the City Attorney.

Purchase Order with Tangram Interiors for Office Furniture and Equipment for the Emergency Operations Center (CIP Project #Z20036)

 

Approve and authorize the City Manager to execute a purchase order with Tangram Interiors, a member of the Joint Purchasing Cooperative Agreement with National Joint Powers Alliance (NJPA), in the amount of $100,670.90 for office furniture and equipment for the Emergency Operations Center and authorize the City Manager to execute change orders not to exceed a 10% contingency amount of $10,067.09 for uncertainties and adjustments.

Notice of Decision – Planning Commission Approval of Planning Application No. 2022-20 (PDG Lake Elsinore) for a Commercial Design Review and Conditional Use Permit to Develop a 3,887 sq. ft. In-N-Out Drive-through Restaurant and a 10,241 sq. ft. Multi-Tenant Commercial Building and associated Uniform Sign Program Located at Dexter Avenue between Crane Street and Allan Street.

 

Receive and File the Notice of Decision for Planning Application No. 2022-20 approved by the Planning Commission on October 17, 2023.

 

12)

Tract No. 28214, Revision to Conditions of Approval No. 67 and 69 Relating to Improvements at Lake Street and the Alberhill Ranch Road and Nichols Road Intersection

 

Approve revisions to Conditions of Approval No. 67 and 69 to state as follows:

 

67. a) Lake Street ultimate half width improvements between Alberhill Ranch Road and Nichols Road shall be completed prior to the 75th Building Permit, except for part b) of this condition.

b) Power poles along Lake Street that may be in conflict with ultimate roadway widening shall be relocated by the 200th Building Permit.

 

69. Ultimate intersection improvements at Nichols Road and Alberhill Ranch Road, including the signalization shall be completed prior to the 125th Building permit.

 

13)

Professional Services Agreement with Helix Environmental Planning, Inc. for Environmental Documentation for the Collier Commercial Project

 

Approve and authorize the City Manager to execute an agreement with HELIX Environmental Planning, Inc. in an amount not to exceed $53,700 to prepare California Environmental Quality Act (CEQA) compliance documents, in such final form as approved by the City Attorney.

 

14)

Professional Services Agreement with Hit Print, Inc.

 

Approve and authorize the City Manager to execute an agreement with Hit Print, Inc. in an amount not to exceed $75,000 ($15,000 per year) for printing and marketing for events and other needs in such final form as approved by the City Attorney and; authorize the City Manager to execute change orders not exceeding a 10% contingency of $7,500 for uncertainties and adjustments.

Winterfest Street Closures

 

Approve Temporary Street Closures for the Winterfest event on December 2, 2023.

 

16)

Little Rascals Agreement Amendment No. 1

 

Approve and authorize the City Manager to execute an amendment to the agreement/contract with Little Rascals Event Service, LLC in an amount not to exceed $60,000/year for three years for event services in such final form as approved by the City Attorney and authorize the City Manager to execute change orders not exceeding a 10% contingency of $6,000/ for uncertainties and adjustments.

Agreement with Safety-Kleen Systems, Inc. for Environmental Services

 

Approve and authorize the City Manager to execute the Contractor Services Agreement for On-Call Services with Safety-Kleen Systems, Inc., for Environmental Services in an amount not to exceed $10,000.00 per Fiscal Year for a term of three (3) years in such final form as approved by the City Attorney and authorize the City Manager to execute change orders not to exceed a 10% contingency of $1,000.00 for unanticipated costs.

Agreement with M & M Refrigeration, Air Conditioning & Heating for Citywide Facilities Repairs & Services

 

Approve and authorize the City Manager to execute the Contractor Services Agreement for On-Call Services with M & M Refrigeration, Air Conditioning & Heating for Citywide Facilities Repairs and Services in an amount not to exceed $10,000.00 per Fiscal Year for a term of three (3) years in such final form as approved by the City Attorney and authorize the City Manager to execute change orders not to exceed a 10% contingency of $1,000.00 for unanticipated costs.

 


19)

Agreement with Top Service Plumbing Co. Inc. for Citywide Plumbing Services

 

Approve and authorize the City Manager to execute the Contractor Services Agreement for On-Call Services with Top Service Plumbing for Citywide Plumbing Services in an amount not to exceed $20,000 per Fiscal Year for a term of three (3) years in such final form as approved by the City Attorney and authorize the City Manager to execute change orders not to exceed a 10% contingency of $2,000.00 for unanticipated costs.

Agreement for Contractor Services with Alvarez Enterprise Services for Citywide Parks Janitorial Services

 

Approve and authorize the City Manager to execute an Agreement for Contractor Services with Alvarez Enterprise Services in an amount not to exceed $134,166.12 per Fiscal Year for a term of three (3) years for Citywide Parks Janitorial Services in such final form approved by the City Attorney and authorize the City Manager to execute change orders not to exceed a 10% contingency of $13,416.00 for unanticipated costs.

Agreement with Inland Empire Survey & Engineering, Inc. for Right-of-Way Surveying Support Services

 

Approve and authorize the City Manager to execute the Professional Services Agreement with Inland Empire Survey and Engineering, Inc., for Right-of-Way Surveying Support Services in an amount not to exceed $20,000.00 per Fiscal Year for a term of three (3) years in such final form as approved by the City Attorney and authorize the City Manager to execute change orders not to exceed a 10% contingency of $2,000.00 for unanticipated costs.

 

22)

Agreement with Servpro for Minor On-Call Construction and Repair Services

 

Approve and authorize the City Manager to execute the Contractor Services Agreement with Servpro in an amount not to exceed $200,000.00 in such final form approved by the City Attorney and authorize the City Manager to execute change orders not to exceed a 10% contingency of $20,000.00 for unanticipated costs.

WRCOG Agreements for Streetlight Operations & Maintenance

 

Approve and authorize the City Manager to execute the First Amendment to the Implementation Agreement with the Western Riverside Council of Governments (WRCOG) and Appendix 4 to the WRCOG Professional Services Agreement with Yunex, LLC.
